The special session of the council, in which it discussed the “serious human rights situation” in the occupied Palestinian territories, has ended. In the session held upon the joint application of the Organization of Islamic Cooperation (OIC) Coordinator Pakistan and Palestine, the draft resolution on the situation of human rights in the occupied Palestinian territories, including East Jerusalem, was discussed.

It was noteworthy that the representatives of Germany, Austria and England at the council gave speeches against the draft resolution and demanded no vote for the draft resolution. Venezuela’s representative emphasized that Israel strongly condemns “crimes against humanity that amount to genocide”. In addition to Venezuela, Russia also asked for a vote in favor of the draft resolution. Following the speeches on the draft submitted jointly by Pakistan and Palestine, the voting took place in the 47-member council.

The draft resolution against Israel was approved by 14 abstentions, 9 against and 24 votes in favor.

Austria, Bulgaria, Cameroon, Czechia, Germany, Malawi, Marshall Islands, England and Uruguay were the countries that voted against the bill.

With the passed bill, it was decided to urgently establish an international independent investigation commission to investigate human rights violations in the occupied Palestinian territories, including East Jerusalem, and in Israel.

According to the bill, the independent investigation commission will be appointed by the President of the IHK, Fijili Nazhat Shameem Han, and will investigate all alleged violations and abuses of international human rights law until and since April 13, 2021.

It will also examine the underlying causes of ongoing tensions, instability and conflict, including systematic discrimination and oppression based on national, ethnic, racial or religious identity.

In the decision, it was stated that all parties concerned should fully cooperate with the investigation commission and facilitate access.

Calls were made to the international community and other donors to urgently mobilize humanitarian support for the Palestinian people in the occupied Palestinian territories, including East Jerusalem.

In addition, the occupying power, Israel, was called upon not to obstruct the delivery of humanitarian aid to the Palestinian people.
